AMA Statement on Privately Purchased Diagnostic Screening and Testing Services

The AMA is well-positioned and ready to work collaboratively with government and health partners to design policies that balance timely access with responsible use of diagnostic resources – for the benefit of all patients and the sustainability of Alberta’s public health care system. We support informed reform. 

The Alberta Medical Association acknowledges the provincial government’s decision to allow Albertans to privately purchase any diagnostic or screening services they choose, including MRI, CT, full body scan and bloodwork—without a physician referral. We recognize the benefit of early diagnosis and the need for easy access to evidence-based screening. We value patient autonomy and strongly support all Albertans having the information they need to make evidence-based, informed decisions. There is no doubt that additional system capacity and innovation is required, and while this may improve access and reduce wait times for some, international experience reminds us that increased access must be paired with safeguards to avoid unnecessary testing that will lead to incidental benign findings (in addition to the serious conditions being considered) and further unnecessary strain on follow-up services.
 
The AMA welcomes the opportunity to work with government on developing appropriate safeguards, such as quality oversight, data transparency and integration with a patient’s primary care provider. We also encourage monitoring of key metrics such as wait times, cost impact and health outcomes to ensure that this program benefits all Albertans, regardless of ability to pay. This monitoring will be essential to maintaining safety, efficiency and fairness.
 
Comprehensive primary care plays a vital role in helping patients make informed decisions about testing. Conversations with their family physician or other physicians involved in their care are key to understanding the benefits, limitations and implications of diagnostic testing.
